Relocation Assistance FAQ’s

What is happening at the Park?

The City of Bell is evaluating the feasibility of closing the two (2) existing mobile home parks as part of the City’s Strategic Plan to facilitate new Housing Developments, Affordable Housing, and Entertainment and Restaurants for the City.

Who is OPC, a GFT company?

OPC, a GFT Company (OPC), is a relocation and real estate consulting agency. OPC has worked on more than 5,000 public acquisition and relocation projects over more than 42 years. Additionally, OPC has an extensive resume of housing, redevelopment, and public works projects undertaken in Los Angeles County and other Southern California communities.

The City of Bell has hired OPC to develop a Relocation Plan that will provide residents with financial resources and advisory services to assist with locating and securing new housing opportunities. All households will be counseled individually by an experienced relocation specialist regarding the benefits and assistance available throughout the relocation process.

Relocation Planning and Household Interviews

Why do I have to be interviewed?

Households will be interviewed to assess their relocation needs and collect information pertaining to the household’s circumstances and composition. Information to be gathered during the interview includes household size, ages, income, current housing costs, etc. All information collected during the tenant interviews will remain confidential and not for public consumption. OPC is a non-reporting agency, and all information will be used solely for the purpose of relocation planning.

Only residents who occupied the parks prior to the City’s initiation of the closures (March 26, 2025) will be eligible for relocation assistance. Any residents who occupy the parks after the initiation of these closures will not be eligible for relocation benefits. All residents will be required to provide documentation verifying prior occupancy at the parks.

How will the interview be completed?

The interview can be completed over the phone or in person at the resident’s home. The household member completing the interview needs to be at least 18 years of age and able to provide all required information regarding all household members. Information and documentation needed for each household member includes ID copy, annual income, birthdates, legal disabilities, proof of residency and length, and proof of title (if an owner).

Does everyone need to complete the interview?

Yes. We will be reaching out to interview all adults in the household, including the owner of the home and/or all tenants.

What happens if we refuse to participate in the interview?

Interviews are voluntary during the planning process, but participation is encouraged to ensure your household is accurately represented in the relocation planning.

Who will contact me to complete the interview?

A relocation specialist from OPC will contact you directly to schedule your household interview. Alternatively, you may contact OPC at (562) 304-2000 to schedule an appointment.

Moving and Assistance

When do I need to move?

The specific timing or deadline to move has not been finalized; however, residents can move or relocate at any time prior to the deadline. The City will be presenting relocation offers to owners and tenants in early 2026.

Should I move now?

No. You are urged not to move or sign any agreement to purchase or lease a unit before receiving a formal notice of eligibility for relocation assistance from the City. If you move or are evicted before receiving such notice, you will not be eligible to receive relocation assistance. You will be notified in writing no less than 6 months from the date by which you must vacate.

How will I know it’s time to relocate?

You will be notified in writing no less than 6 months from the date by which you must vacate.

Will I receive relocation benefits to move?

Yes. If the relocation program is approved, you may be eligible to receive financial benefits in the form of moving assistance and replacement housing assistance. You will be provided with additional details upon conclusion of the planning period, interviews, appraisals, and approval of the relocation program. Each household will be counseled individually on the financial benefits available to them.

Will I receive assistance to find replacement housing?

Yes. If the relocation program/plan is approved, you will be provided with advisory assistance including referrals to available housing, assistance with applications, transportation to viewings, etc.

For Homeowners

Why is my home being appraised?

As part of the relocation planning process, an appraisal of the existing mobile homes will need to be completed to determine current values. Homeowners who are unable or uninterested in moving their residence will have the option to sell it to the City for the appraised value.

Will the appraiser need to view the inside of my home?

Yes. If possible, the appraiser will need to view the inside of your home to provide an adequate assessment of the value of a mobile home. If you do not allow access inside the home, an exterior appraisal can be completed to determine an estimated value.

How can I schedule for my home to be appraised?

Do I still need to pay for pad rent during relocation planning?

Yes. You are still bound by the terms of your existing lease agreements, including payment of rent. Failure to pay rent as outlined in your lease agreement may result in eviction and forfeiture of relocation benefits.

Will I receive relocation assistance?

Yes. As a homeowner, you may be eligible for relocation assistance and benefits to move your existing home to a new park or purchase a comparable replacement dwelling. You may also be eligible for moving assistance to relocate your personal property. You will be provided with additional details upon conclusion of the planning period, interviews, appraisals, and approval of the relocation program/plan by the City. Each household will be counseled individually on the financial benefits available to them.

For Renters

Do I continue to pay my rent during relocation planning?

Yes. You are still bound by the terms of your existing lease agreements, including payment of rent. Failure to pay rent as outlined in your lease agreement may result in eviction and forfeiture of relocation benefits.

Will I receive relocation assistance?

Yes. As a tenant you may be eligible for relocation assistance and benefits to secure comparable replacement housing and move your personal property. You will be provided with additional details upon conclusion of the planning period and approval of the relocation program. Each household will be counseled individually on the financial benefits available to them.
